well after almost 24 hours researching the problem I found a solution =)
apparently some files need visual c + + that are not installed on the pc .. http://www.microsoft.com/en-us/download/details.aspx?id=26368
download the appropriate file if your OS is 64 (x64) or 32 (x86) bit install and test if they fix as my comment if not to help find another solution
